He was saddened to note that in Uganda today there's a deficit of 100,000 units of Blood in the country was unbelievable and sad. He posed a question as to why people should think it is the role of government, hospitals or rotary to build a Blood Bank. He then asked "why can't everybody join and we see what can be done?"

He called upon Ugandans of all creeds to join hands in order to see that the Blood Bank project becomes a reality.
Dr. Luwagga on behalf of Mengo Hospital welcomed stakeholders and partners for choosing Mengo Hospital. He specially welcomed Dr. Dorothy Kyeyune the Director Uganda Blood Transfusion Services
